UNCTAD has been authorized by UNMIK to act on its behalf, in accordance with UN Security Council resolution 1244 (1999) concerning the implementation of the ASYCUDAWorld in Kosovo Customs. UNCTAD closely coordinates its activities with EULEX, in particular EULEX Customs, which operates in Kosovo under the framework of UN Security Council resolution 1244 (1999).

ASYCUDAWorld (AW), replacing the outdated TIMS system (Crown Agents), is operational in all Kosovo Customs (KC)’ offices:
- KC AW covers all Customs regimes and procedures, including simplified procedures and real-time control & monitoring of transit operations;
- All declarations are submitted to Customs in electronic format (100% DTI, Direct Trader Input);
- 100% of declarations are processed through the KC AW system, including guarantee and quota management;
- Electronic Payments & reconciliation are ready for use;
- Risk-management, including real-time alerts & notifications, automatic allocations of Customs officers for inspection (a strong anti-corruption measure), complete Audit Trail etc, are in current use;
- KC AW built-in Valuation Control (WTO) is operational;
- All reference data (Tariff etc), updated by the KC headquarters, are automatically made available to all Customs sites (effective tool to apply the law in all Customs offices in a consistent and effective manner);
- All customs declarations are automatically consolidated into the KC’ central database and subsequently used to produce real-time accurate statistics.
